I’ve never used Indesign, but Illustrator is going to be better than Photoshop for making flyers. The objects are vector, not bitmap, so you can resize it your heart’s content without losing quality.
I’d recommend using whichever you feel most confident with, however.
Agree w/Anna, but in Illy, you can place images you’ve messed with in Photoshop. Here’s an example of one of mine; I did the mug in P’shop, and then placed it in Illy, clipping masked it & did the rest.
